Côte d’Ivoire Reviews annual electoral list ahead of election in 2025

Seven thousand (7,000) teams is expected to be formed and deployed throughout the national territory and abroad (Ivorian diaspora) for the enrollment of applicants,” announced by the chairperson of the Independent Electoral Commission (CEI).

The head of CEI Coulibaly Kuibiert Tuesday announced during an exchange session with political parties and groups in Abidjan-Cocody.

According to him, in Côte d’Ivoire there are 4,200 fixed teams in urban areas which will be positioned in Voting Places selected by the Central Commission of the CEI to constitute the 2022 directory of census centres.

 To these are added 2,700 mobile teams in rural areas to be deployed in 2021 LVs proposed by the Local Electoral Commissions, following a route established in conjunction with the local prefectural authorities and validated by the Supervisory Commissioners.

As for Ivorian compatriots residing abroad, 21 countries have been selected for 100 teams to be deployed in census centers proposed by the Committees for the Elimination of Racial Discrimination (CERD), in liaison with the Diplomatic Authorities, local and validated by the Supervisory Commissioners.

The meeting of exchange which is a  prelude to the Revision of the electoral list, was intended  for the chairman of the CEI to explain the process of the revision of the country’s electoral list.

 According to him, the revision includes six stages which are enrolment, data processing, display or publication of the provisional list, litigation, publication of the final list and production and distribution of the registration card for voters.

He also revealed that the period and duration of in situ and online data collection as part of the revision of the electoral list runs from November 19 to December 10, 2022, three (03) weeks for applicants living in Côte d’Ivoire and that of Ivoirians abroad runs from November 26 to December 10, 2022, two (02) weeks.

”One of the great innovations of this revision of the electoral list is online enrolment,” Mr. Coulibaly, chairman of the National Independent Electoral Commission noted.

According to the chairman of the CEI, the online census is reserved exclusively for people already registered on the electoral list who would like to change polling places without physically going to a census center.

Our correspondent said this process saves time  this saves time for the applicant who chooses this option. “A specific application called “IEC2022” has been developed for this purpose and can be downloaded from App Store (Apple) and Google Play (Android).’’, he asserted.

Data recorded online is automatically transferred to a dedicated server. ”No commissioner or census agent therefore intervenes in this census option.”, Kuibiert added.

The revision of the electoral list in 2022-2023 is carried out in application of the provisions of the Ivorian Electoral Code (article 6, paragraph 3) which stipulates that the electoral list is updated annually by the Commission responsible for the elections

with a view to take into account the changes that have occurred in the electorate changes of domicile.

 The process also applies to changes of surname (newly married in particular), loss of civil and/or political rights, death, of persons appearing on the electoral list. 

But also to integrate new applicants fulfilling the required conditions (age, nationality, right to vote).
