Front Page Africa has reported that the Supreme Court issued a Writ of Prohibition against Dr. Emmanuel K. Urey Yarkpawolo, the acting executive director of the Environmental Protection Agency of Liberia.
The court order prohibits Dr. Yarkpawolo from carrying out any functions of the EPA until a conference is held with Associate Justice Yussif Kaba.
The court order was issued in response to a complaint lodged by Prof. Wilson Tarpeh, the former Acting Executive Director of the Environmental Protection Agency of Liberia.
The order states that Dr. Yarkpawolo is “hereby cited to a conference with his honor on Tuesday, March 12, 2024, at the hour of 1:00 PM in connection with a case filed by @Prof. Wilson Tarpeh of the City of Monrovia.” The order also requires Dr. Yarkpawolo to “stay all further proceedings and/or actions pending the outcome of the conference.”
Sources suggest that Mr. Tarpeh is seeking reinstatement as the EPA executive director or payment of his remaining years of benefits from the government of Liberia.
According to Part III, Section 16, Counts 1 and 2 of the Act that created the EPA, the President is required to appoint an Executive Director based on a list of three names recommended by the Council, except in the case of an interim Executive Director. The Executive Director serves for a period of seven years, with the option for reappointment.
Prof. Tarpeh was appointed by former President George Weah on October 1, 2020, without the formation of the Policy Council, which has the power to recommend three names to the President, one of whom shall be appointed by the President.
