MCC Delegation Meets Liberia’s Electricity Regulator on Prospective Second Compact

 A United States Millennium Challenge Corporation (MCC) delegation held technical talks Tuesday with the Liberia Electricity Regulatory Commission (LERC), as the West African nation prepares for a possible second MCC compact.

The meeting followed the MCC Board’s December 2025 decision reaffirming Liberia’s eligibility for renewed grant assistance.

Discussions focused on reforms in the electricity sector and the Commission’s role under a new compact framework.

LERC was created during Liberia’s first MCC compact, which funded major infrastructure projects including the rehabilitation of the Mount Coffee Hydropower Plant. That program, concluded in 2021, is credited with restoring a critical source of renewable energy and strengthening regulatory oversight.

The delegation was led by Carrie Monahan, MCC’s Managing Director for Africa, alongside officials from Liberia’s Ministry of Finance and Development Planning.

Monahan said Liberia’s performance under the first compact positioned it for further investment, adding that MCC is awaiting the government’s final decision on priority areas of support.

LERC Chairman Claude J. Katta welcomed the delegation, describing the Commission as a flagship success of MCC’s initial partnership. He cited improvements in Liberia’s ranking on the African Development Bank’s Electricity Regulatory Index and progress toward liberalizing the sector.

Katta emphasized that continued technical assistance, particularly in capacity building, would be vital to strengthening LERC’s regulatory role and advancing national electricity access goals.
